Impact factor (IF) is often used to asses the quality of a journal (and also a scientist). Personally, I disagree with the idea of impact factor. I think, we publish something (after doing research that is partly financed from tax payer) not for our fame but to reach another scientists and advance together to reach a better world.
But, who am I to say this? May be I am to idealistic. I also realize that peer-review system (and indirectly the IF system) is not so bad, it is just the best of the bad system. I receive many papers for review and to be honest the quality of some is really bad, no clear hypothesis, no clear inclusion, no statistic but with a practical conclusion. If such a paper is published, general public can be misled and it is good that good journals exist to filter such as 'research'.
